In game, make Ecco turn to either side and pause the game (with X, not with Start) while he is facing the camera. Then, press the following: Right, B, A, B, A, Down, A, Up You'll be taken to a debug menu. This works on both the Japanese and International versions.

    I should have said that I was referring to the 3DS buttons and not the Mega Drive ones. Oops.
