You can get Jigglypuff in the Pokémon Village. Do some training with it and it'll evolve into Wigglytuff.

You can get Murkrow in the grass outside the Lost Hotel. Also, inside the Lost Hotel, you can find Rotom, the Plasma Pokémon.

I forgot what the place is called where you can get Mantine... But you need to use Surf to get it because it's a Water type Pokémon and lives in the sea.

You can get Qwilfish near Ambrette town (I'm not sure what route it is). Again, it's a Water type, but you can use your fishing rod to get it this time.

Bellsprout is a Grass type, and a first evolution. So you should find one on about Route 2 or 3 in the grass.

To get Persian, just ask for a Meowth from the GTS, then train with it and it'll evolve into a Persian. You can't evolve Meowth with a stone because it's a Normal type.

Weezing is a Poison type Pokémon that evolves from Koffing, so you can find it where you can catch Arbok. (Sorry, I forgot what route it was again. :/) If you have Arbok in your PokéDex, just tap on it to find its whereabouts.

If you have a Clefairy, just use a Moon Stone on it to evolve it into Clefable. –I don't know about the rest, sorry.
