It's the old shell of a Kushala Daora. Daora sheds its shell when it gets rusty(The G-Rank Rusted Kushala is an elder Kushala that didn't shed its shell)

Thats actually wrong, a rusted kushala is an old kush that cant shed itself anymore.

When you read info on rusted kushala materials its says that they're harvested right before it sheds its skin.

Yes it is an Elder Dragon. You can encounter it in a Caravan 6* Urgent Quest.

You must be HR7 to unlock it though. If you reach HR7,go to the Shrine of Cathar and talk to the Grand Guru and to the Cathar Elder.They'll give you a Quest.Complete the Quest chain and you will be able to battle Kushala Daora.
