    You can get them down by ramming them with your L-dash (Dashing-boots are required) .

    The boots? Remember the thief that stole the golden scale from the Zoraqueen? He is in Kakariko near Saharala house ( I bet 50 rupees I wrote that name wrong) however ,if you get near him , he will flee so you have to merge around the corner inside the wall and then pop out behind him . After that he will hand over the boots.
