I think that because Sonic appeared briefly in Wreck-it-Ralph it was only fair to put Ralph with Sonic somehow in a Sonic spin-off game. So I'm thinking it was a joint decision between Sega and Disney but Ralph is a star of his own game too so maybe it was Ralph's creators' decision too? I put this as a spoiler just in case people haven't seen the film or know about Ralph's origins.

Not really,Disney wanted to use Sonic,so it wouldn't make sence for SEGA to just add Ralph.
