    I think you can only wear it when you're not at work/hanging out at an animal's house. Try going to one of the animal's houses and try putting it on.

    Go to a animals house and go in.Drag ur character (Like u do with furniture) To the left and u should see a section with clothes on it.Put ur character on that.Then go to the pencil icon.Then press ur dress tada. PS:When u go to work it will disappear back in to your pencil icon.And You'll be in your work clothes. PSS:This works in all the animals house and the work projects. Please Yeah
