This place is accessed from the massive cave inside Death Mountain, either from the base entrance or the top one just west next to the Ice Ruins. Once inside, go to the central platform where on a sign is written "go north to get to the Ice Ruins". Well go west instead, you'll get to a point where a platform passes over the one you're on and you can't go any further. The solution is to use the

Tornado Rod in a timely fashion so as to fly onto the upper platform. Then go on westward, take the exit and there you are ! Note that this place exists only as a mean to get to the ¼ heart in Hyrule by taking the dimensonal rift.
