    Maybe they want to make it harder for you to explore. Sure they want you to explore by putting stars and stamps in, but that is also why they're so hard to get.

    Actually if that's the case they should make a mode where after you finish the stage at least once, you can access this mode and explore the stage freely. That will satisfy a lot of people.
