    you're too late. he must be in your ACTIVE party when he reaches lv 12 (or lv 32), only then will he develop his dual-antenna :(

    here's another idea: take this one, paint him light blue immediately after you got him, and level him up... paint helps a lot with getting dual-antennas ;)
