alright this is my first theory: Bass and Zero are based off protoman. its often said that our well accepted Dr.Wily has worse engineering skills than light, as far as this goes he wasnt able to create a sentient A.I. instead he copied all of protomans data while replacing his solar core. that could be another reason why bass and zero are sometimes/often depicted as not being completely evil.
