you can only push aside another horse if that horse can move him/herself. In the above situation the horse above is also "trapped" by the horse to his/her side. So he can't move to give you way. Your only solution in the above situation is to slow down and go behind the horse to your left. Always position your horse away from the fence in the final corner.
