nah, judging from the wording on the website the turn order is different from Pursuit's; namely, it seems to double damage against the Pokémon that comes in rather than the one that switches out in other words, basically Analytic on Starmie+ because Starmie is too fast to use Analytic's normal effect so it uses it to nuke switch-ins instead
