This is because the VC version is based off the Europe cart with the purple filter over Jynx's image. Unlike the NTSC one they didn't color it in themself as the NTSC one has Jynx in a faint dark purple with no background change. The Europe one also flickers on the Super Gameboy on the SNES aswell!
