I guess that second bit could be nice... still, there's not much use in using an Electric-type move on a Pokémon with Lightningrod/Volt Absorb or a Water-type on one with Water Absorb anyway, as, even if they do hit, they will almost always be very ineffective. The one exception I can think of is Lanturn, but even then, the moves would only do normal damage.
