Maybe. You know, I actually had to risk Camilla getting killed by an Archer that level, too... which would've definitely sucked, because Camilla is supposedly really good so early on. But the archer next to him would've been able to access a Ballista had I not done so, and probably get a free hit in on a group of units I had... and no one else was close enough to stop them and/or hit them.
