No - leveling up has less and less impact as you go on. You get stronger faster through improving your setups of arts and skills/picking the right gear/improving your strategy. e.g. With bad strategy at the max possible level (60) the final boss wrecks you. with good strategy you can beat him at a significantly lower level (41 - the requirement for final mission)
