I thought the scenarios for Cia's tale weren't bad, but Cia herself... I don't understand why people are so crazy about her, I don't think she looks good at all, and her personality is an absolute turn-off. But I digress. He's right, the scenarios for The Wind Waker come right after you beat all the others, including Linkle's Tale and Cia's Tale.
