No idea, to be honest. They did make her the damsel in distress in Super Mario Land for the Game Boy back in 1989, when she was kidnapped by Tatanga...but she kind of disappeared after that. She was brought back around 2000 because Nintendo thought there weren't enough human characters in the franchise, but idk why she hasn't starred in her own game yet.
