The Blast Mask is obtained after saving the Old Lady from the Bomb Shop from Sakon during the Night of the First Day at around 12 AM. Be sure to slash him in order for the sack to fall from his back. After you deal with Sakon, he leaves the scene, and the Old Lady will reward Link with the Blast Mask.
