This is a tricky one. Raise the pillar so that you have access to the boxed-in hallway leading to the top floor. Face the direction of the chest and move to the walkway on your right. Line yourself up with the outermost part of the edge, equip the Bunny Hood, and, I'm not kidding, jump. It might take a few tries, but it's the most reliable way to get there.
