Use Ice Arrows to freeze waterfalls and create platforms. Turn all the valves so the water can flow through the pipes. Eventually this will lead you back to the first room, where you will be able to make the huge fan in the middle of the temple spin backwards. Keep turning valves until you reach the boss room.
