No. Magikarp is an omnipotent and omnipresent being. He can manipulate matter and eliminate free will to his content. He is buffer than the Hulk and is capable of galaxy busting. He is immune to all attacks and in fact grows stronger when hit. Lucas, on the other hand is just a young boy with powers that would cause Magikarp to starve because of how weak they are.
