That's the deadline for registering Super Smash Bros for 3DS & Wii U and getting Mewtwo, so yes you can still get Mewtwo on the 31st. Nintendo UK confirmed he would be rereleased on the eShop in the future, which in Nintendo-nese usually means 6 months.
