Complete Chapter 10 and be at least level 39, and have the following normal mission chain completed: Water Woes, Lakeside Getaway, Rescue at the Ensconced Citadel, The Journey Begins, Sun'celeg Rises, Good Neighbors, and Haywire. Then, after every single one of those requirements is met, you can do her two heart mission.
