#1 Hidden Power can't be Fairy-type, and a Fairy-type special attack is really what Mega Absol needs most as a special attacker. #2 Hidden Power is extremely weak, so even if it could be Fairy-type it wouldn't be able to be the powerful Fairy-type move that Absol needs.
