I would create a Miiverse 18/21+ version you have to be 18+ to join and in this version almost every rule is cracked but criminal like ones like threats those will be removed. The Adultverse (as id call it) will ask for proof that you are an adult. Also some communities will be in the Adultsverse only or at least have 18+ versions.
