You have to get a tag from streetpass!For example say you go to the grocery store and somebody else has the same control console.You walk by them and you mii plaza shows the mii of that person you tagged.However there is local play but you have to be near a friend or simply a person who has the game and is currently playing local play.Hope i was helpful!
