I read something that said relationships in Tomodachi were based on birthdays. It said the two Miis had to have nearly identical birthdays, with the same month, and the day being back to back. For example, one Mii's birthday would be 3/16, and the other Mii's birthday would be 3/17. I've only tried this once, and it worked (92 percent) so it's worth a shot.
