Well...they are both COMPLETELY different games...one is based off of surviving a zombie apocalypse and the other is based off of Japanese ghosts n rituals. ZombiU is 1st person and more fast-paced (like, quick...look through your bag before you get bit from behind) and Fatal Frame is more about exploring the dreadful ghostly atmosphere. I'd recommend both, honestly...take advantage of the sale.
