You can, if you don't remember KirbyWell. That kid constantly got banned but now him and Bil Bailey message eachother on that little Status message on the Friends List. Even if you're console'd you can still go on the internet. You just can't go on miiverse. But when you get on Miiverse's website, all you do is log in to an account that isn't from a console'd wii U and you'll log in just fine.
