you need to light it up if you already turned the ferris wheel on. Either float from the switch onto the wooden platform with the guy, or go up the stairs in the back of the shop with the squid bombing mini game to get there. Jump on the ferris wheel and ride it to the top. Make sure it's night and you have the fire arrows. Shoot one at the middle of the light and it should light up!
