you need the gold bracelets to lift the stone head. you get them inside the fire isle next to dragon roost island. the only way to enter is with ice arrows to shoot and cool the lava coming out the top. ice\fire arrows are given to you by faerie queen who lives on mother and child isles. use song of gales to warp inside and meet her.
