I think they do this so that you can't get bombs too early in the game, but add a little story to it, too. That way, it could be that he learned his lesson, too, and acts like nothing happened. Also, when they put those prices, I was amazed! It would've been better than saying CLOSED everyday until you get past that part. In fact, it wouldn't even exist!
