Go to the shop owner who looks like he just came from Alaska and free his buddy from jail, if I remember correctly after you tell him that you've freed his buddy he will give you the sail. Later in the game go to the auction house and there might be a faster sail to buy. there is a guy dancing in front of a stone, there is a door on the building, enter and free the guy. Hope this helps.
