no, its not him, BUT i know who it is, this is how you get him: just wait right on the shore where the docks are of windfall, and watch the mailbox, then when that guy with red overalls comes, he starts putting a note in the mailbox, when hes doing that, quickly snap a picture of him, and PRESTO!
