The only time Luvdisc really shines in battle is when it's amazing speed gets in play with Swift Swim during rain, but it can't really make use of it with it's all else garbage stats. Even Farfetch'D is more useful since you can abuse critical hits with that Stick and moves like Slash and Leaf Blade.
