well, he serves as the antagonist, but isn't entirely evil. he will help people, but does it for his own personal gain. This is the main reason he is against Eevee from freeing the goddess, but all of this he does in order to become wealthy. Basically, he and his gang are in a way pirates, just on land, and with a funkier feel about them.
