The Smash Bros Tier List is showing how much people use that character. In other words, cow comfortable and natural that character feels to other people when playing. For intance, I used Samus for the first time and was a pro with her. I used Olimar and I had a hard time using it. Its just how easy it is to use that character and how effective it is when you use it.
