On pictographs, look for the little icon with a gold Carlov head and the word 'Good.' This signifies that the pictograph is of sufficient quality that Carlov can make a Figurine. Opt to receive Tingle bottles to sometimes get hard to obtain pictograph subjects from other users. Just save the pictograph from their bottle to your Pictograph Box.
