Neither does Mustang, I mean he does but its sewed into his glove, so he doesn't waste time drawing one. But, in brotherhood, when he is forced to do the taboo, he is sent to the gate, so I assume he can transmute without a circle, but I haven't seen season 5 of brotherhood:'(
