The update made it so you can only draw on certain kinds of posts & comments. You can't do handwritten posts (where you can draw) for Play Journal entries. Nor, apparently, comments on them. The easiest way is to Click the Game title at the top of the Journal area, scroll down to the Drawings area, click the Posts button for that, then click the box for Handwritten Post next to the typing area.
