It wouldn't let me post a screenshot on my post. From the starting point of this area, you veer left a bit and go up the grey ramp, it loops around to the left to another ramp you go over. Then you'll see a sponge you can shoot & inflate. Do that, squid jump to it and to the platform beyond it. Then there is a movable platform with a propeller underneath. Shot it to lower, then ride it up to 22.
