I'm guessing it has more to do with what Square was willing to do at a reasonable price. Since 2 songs is the minimum for the stages in the game. All other 3rd party characters including Bayonetta have more songs. We could hope a few get added with the February update, but it's unlikely. I'd place the blame on Square in this case. At least the 2 we have are pretty good.
