Oh wait, I just saw your last posts. I think it's not a beta area, just a placeholder to prevent the game from crashing when that glitch happens. This happens quite often in programming, using a unique object event or area to prevent the game from crashing in case said glitch happens. They probably just copied the map data and removed the events and scripting to make life easier.
