Their are two ways on how to scan them. 1)Go to a computer, phone, laptop, ipad, or tablet. Search up miiverse on google search. Tap on it and then log in to your nintendo network ID. Go to a person's post with QR codes in it and tell them what you want. They'll give you the QR code on the computer. Then scan it from your 3ds.
