First you gotta have two mii's that are married. Before the phone call, there has to be the hearts above their head. They have to say that their thinking about having a baby. It takes a few days, but then the phone call shows up saying “Excuse me” And in a few days the baby is old enough to have an apartment and then same process with child and so on and so on.
