I think it's because Nintendo likes an idea of S3&K of it's lock–on technology that makes up for it ever since Sega made it so they decide they to put it on the Wii virtual console. But Xbox 360 and PS3 got S3&K on the virtual console fully completed with having an lock–on technology decision.
