Charge Beam would be very powerful when combined with Delta Force, as the chance of it not activating at least once upon use is small, and more often than not it'll give a boost equal or greater than that of Nasty Plot. Given that Mega Hydreigon is a special attacker without any good special boosting normally, this works greatly in its favor, and compensates for the general low power of its moves
