☆Bluestar★'s advice: If the background plays a big part in da pic(Someone in the background, the main part o' da pic sitten' or doin' somethin' wit' stuff in da background, etc.)then, I'd do the background first. But, if there's nothing to the background except filling up space or making it look a little better, than I'd draw the background last.
