Yep; it's a requirement, actually. There's two modes: Growth and Mature. Growth allows you to level up a new horse and after it reaches 4 years old, it moves to Mature mode where it can no longer level up so you have to just focus on winning races. That way, you can start working on a new Growth Mode horse, and rinse and repeat. There's also stuff like breeding as well.
